How to resolve a network connection error when downloading support packages?

When using Support Package Installer to download a support package from the Internet (e.g., BeagleBoard, USRP, LEGO MINDSTORMS NXT), I encountered the following error message:
“Cannot download [URL] : Error downloading URL. Your network connection may be down or your proxy settings improperly configured”
How do I resolve this?

There may a brief outage with a non-MathWorks web server hosting third-party software needed for the support package. Please cancel the installation and try again later.
This error can also occur if your network has a proxy in which case, please refer to the following answer on MATLAB Answers page.
If the problem persists, contact MathWorks technical support by submiting a Service Request here:

Some antivirus software blocks or delays large downloads for support packages. Please pause your antivirus software. Then restart the process of installing the support package.
