Why do I receive an error when attempting to install the USB dongle device driver for MATLAB 7.0 (R14)?

MATLAB installation crashes when attempting to install the dongle device driver with the following error message:
ERROR: Driver installation error. There was an error installing the dongled device driver. Try to use the dongleutil.exe utility in the $MATLAB\bin\win32 directory...
Attempting to run the dongleutil.exe utility in the $MATLAB\bin\win32 directory results in the following error:
ERROR: Installing HASP device drivers... API error#: 0x2004012 API suberror#: 0x40003 System last error3: 0x0 API error description: Failed to write the USB drive to the disk. Cannot create file.

One possible workaround is to rename the aksusb.sys file:
1. Open the folder %windows%\system32\drivers
2. Rename the file aksusb.sys to aksusb_.sys
3. Reattempt the dongle driver installation
This workaround has not been shown to work on Windows 7. MATLAB R14 is not supported for Windows 7. For details please review MATLAB System Requirements at the page linked to below:
There are no other known workarounds.
