The error might occur if the computer does not have the correct SSL certificate installed or enabled. In this case, the SSL should be "Comodo RSA Certification Authority".
Please apply the following steps to check for the existence of the certificate .
1) In the Windows start menu, type "Manage Computer Certificates". This should bring up the option and please click on that option.
2) In the pop up window, click on "Trusted Root Certification Authorities" -> "Certificates". This will bring up a list of certificates on the right hand side.
3) Try to find a certificate called "Comodo RSA Certification Authority". This should be found under the "IssuedBy" column. The presence of this entry will indicate whether it needs to enabled or installed.
Enable Instruction:
1) Double Click on "Comodo RSA Certification Authority"
2) Click on the "Details" pane, and then click the "Edit Properties" button
3) Under "Certificate Purposes", "Enable only the following purposes" should be selected. In the pane below, check the "Server Authentication" option.
4) Click Apply and OK
Install Instructions:
1) Please download the certificate file here:
https://support.comodo.com/index.php?/Knowledgebase/Article/View/969/108/root-comodo-rsa-certification-authority-sha-2
2) Details on how to install the certificate can be found here:
https://docs.microsoft.com/en-us/skype-sdk/sdn/articles/installing-the-trusted-root-certificate
3) Once installed, check that the certificate now appears, and make sure it's enabled using the previous instructions.
