When you are at a break-point, is there an equivalent of "up" and "down" in gdb so you can navigate through call stack and access variable values out of current scope.

When you are at a breakpoint, is there a MATLAB equivalence of "up" and "down" in gdb so you can navigate through call stack and access variable values out of the current scope.

Yes. In the list of debugging commands see dbup and dbdown. There is also a drop-down in the Debug section of the Editor tab of the Toolstrip that lets you jump to a specific workspace, in case the stack contains many function call workspaces.
