Why does Simulink Desktop Real-time, Simulink Coder or other toolboxes not work offline or return early when borrowed in MATLAB R2017a - R2019a?

Why do Simulink Desktop Real-Time, Simulink Coder, and Simulink Fixed Point not work offline or return early when I borrow them in MATLAB R2017a - R2019a?

This error is caused only on toolboxes that have a dash '-' character in their Feature Name. Products with a dash '-' character become unusable after being borrowed and then used offline.
Ex. Simulink Desktop Real-Time (Real-Time_Win_Target)
Simulink Coder (Real-Time_Workshop)
This error was resolved in R2019b and did not exist in R2016b or earlier.
