My team made a simulink device and wanted to upload it to the official library of simulink, which is not private. How are we going to achieve it?

If you would like to negotiate with Mathworks for Mathworks to include your work as an official part of Simulink, then you should probably create a Support case -- or possibly use the form https://www.mathworks.com/hardware-support/request-hardware-support.html if this has to do with data acquisition.
If you would like to have Mathworks post your work as part of the File Exchange (which would also make it available through the Add-On Explorer) for free use by users, then you can upload it yourself (these days, Mathworks finds that people with active projects tend to prefer connecting a File Exchange Contribution to a GitHub repository.)
