Write a function to compute the time to drain a cylindrical tank of diameter D from an initial level h0 to a level h. The outflow occurs through a small circular orifice of diameter Do at the bottom of the tank, and the outflow Q can be computed with Q = Cd Ao sqrt(2 g h), where Cd is a discharge coefficient, Ao is the area of the orifice, and g is the acceleration of gravity, which should be taken as 9.81 m/s^2.
