Problem 43272. Implement zero-based indexing for Matrices

Given an input vector and position (which is zero based) output the value

Example:

x = [1 2; 4 5] pos = [0 1] value = 5

x = [1 2 3 4 5; 6 7 8 9 0] pos = [1 3] value = 9
