3d point cloud, noise reduction

hello, i have a laser scanner and i have made a 3d point cloud from it , the problem is that when i use the sensor in indoor it works fine but in outdoor the 3d point cloud is effected by noise, please suggest some suitable filter that remove and reconstruct the acutal 3d point cloud

It is impossible to suggest a filter, if you do not specify, what you want to measure. If you examine the surface of the sea, the waves will and the delayed scanning process are important. Etc.
So please take the time to explain any details of your problem.

Have you find any filter that working with you or not yet. because I think each surface has different pattern of noise. For exaple I am measuring the roughness of tarmac texture and I found that 9*9 mean filtering is working good with Smooth Pavement Texture but not doing well with Rough. Do you have any suggestion for me.

Yes you are right i have tried mean filter and somehow it resolve my problem to some extent but again the reason are different for noise, so it varies from case to case

We don't know what gave rise to your noise. For example is it the laser speckle? Is it jitter in the rotating polygon or galvanometer scanner? Is it inherent variation in the surface you're scanning? For example if it's speckle, there are filters that are optimized for the known intensity probability density function of speckle.
