The full version of MATLAB and Simulink together will be approximately $9000 or $10000 unless you are entitled to academic pricing.

There is no R2012b Student Version, so unless you have an Academic or Professional Version and have specifically purchased Simulink, you would not have it available to download (and if you somehow do, you would need to purchase the license.)
The Student Version includes a number of toolboxes and license for them, but the Academic and Professional Version include only MATLAB unless you specifically purchase more.

If you purchased the products in different version such as 2012a of Matlab(matlab 7.1) and 2012b of Simulink(matlab 8.0),
then , you need to get the installation code and license file for 2012a and not for 2012b.
