You forgot to attach the CSV file. And I don't know what "select data by 'ultimo' and 'surry hills'." actually means. Do you want rows and columns chosen at random or is there some way ultimo and surry hills can tell you the starting and stopping rows and columns of the matrix???
Perhaps you want randsample() or randperm().
