Find the maximum and minimum values from a given set of data

I have files that contain 3 zones of numeric and text values. What I want is to read them and find the maximum value for X and Y of the second Second zone for each file . I have attached some file for better understanding. Can anyone help me to provide a full Matlab code for this. As i am new in matlab, i cant understand how to write the codes.
