Classification of Data using neural network

I have an input training data of dimension 10,451 by 41. Half of this data is my positive sample and the other half is negative samples. The class labels for these data set is of size 10,451 by 1 and contains 1 and 0 corresponding to the positive and negative samples.

I also have an independent test set of the size 258829 by 41 samples that will be used to test the traned network.

how can i implement neural network training and testing implementation?
