why purchase optimization vs global optimization toolbox

I know the difference between a local and global minimum, but I don't understand why there are two different toolboxes. In theory, if I bound the search region then any global minimum can represent a local minimum. Therefore, it seems pointless to purchase the "optimization toolbox" when I can purchase the "global optimization toolbox". The latter can find the same answer as the former, but not the other way around. Why not just offer one "optimization toolbox" containing all necessary tools?
