I am currently having to acess to Matlab2011
Is there any way to use most if not all functions and features of Matlab2019?
Actually my laptop specs are not as much capable to install and run Matlab2019
But i wish to use maximum features and functions of Matlab2019 in my current installation of Matlab 2011

No. You cannot do that. You cannot use new tools from a more recent release in an older release.
Or, you can just upgrade to the new release, as the only way to use the new versions of the tools you want to use. Sorry, that is the only choice you have available.
I suppose you could write code for the old release, that mimics what it is you want to do. A lot of potential work there, very possibly measurable in man-years. Cheaper and easier to just upgrade, even if you do need to also buy a new computer. ;-)
