time that image compression lasts

I designed an image compression program in matlab, I used 256x256 grayscale lena, the DCT, the quantification the Run Length Encoding and the huffman coding.
the program takes about 5s to give the bitstream but the reconstruction of the compressed image lasts 25s
is it normal?

It is unusual. Normally compression takes more time than decompression.
