How to manually implement the yolov3 object detection algorithm?

Is how I customize the loss function, including Localization loss, Confidence loss, Classification loss? Because the algorithm of yolov3 is not implemented in the new version of R2019b, I want to create "yolov3OutputLayer" manually. Thank you!
