Do you have a proxy enabled? Do you have a VPN enabled?
A couple of months ago there were hints that login.mathworks.com might be blocked by China.

The error you are encountering typically happens because MATLAB's installer or activation client can’t connect to MathWorks servers. It may be due to:
- Firewall restrictions
- Proxy settings misconfiguration
- Network-level blocks
- Missing or improperly set environment variables
Even if your system firewall is off, your organization’s network proxy or VPN settings might be causing this.
For full troubleshooting steps, refer to the official MathWorks guide: https://www.mathworks.com/matlabcentral/answers/482075-why-do-i-get-the-error-unable-to-connect-to-host-connection-timed-out-connect-when-installing-or?s_tid=srchtitle
I hope this helps!
