Removing a moire pattern from a BW image

Hello, I am doing an exercise in which I am to remove the moire-like pattern on the image and still retain as much quality as I am able to. How would I go about doing a task like this? A butterworth filter? I have tried to blur the image and restore it but I lose a great deal of quality in the process.

That does not appear to be a moire pattern to me: it appears more like a printer dot pattern.
