Are you using your iPad to connect to the Mathwork's server MATLAB Online? Or are you using your iPAD to connect to your own host running your own MATLAB, using the "connector" feature?

imgaussfilter() needs Image Processing Toolbox so you need a valid license to use it(after downloading).

If you buy a license for Image Processing Toolbox for your host that you are connecting to using the iPAD app, then Yes, you will be able to access it from your iPad.

Log on to your host that you are running MATLAB on. Go into MATLAB.

Under Add-Ons (not quite all the way to the right in the command menus), click Get Add-Ons. When the Add-On Explorer opens, ask to Search For the Image Processing Toolbox. Click on the toolbox title. In what comes up, near the right hand side there will be an Install button if you have a license for the toolbox.

Note: MATLAB will need to shut down to install the toolbox.

You cannot do it on the iPAD Pro itself. You need to be at the computer that has MATLAB installed.
