Is it not only natural that a QUANTUM COMPUTING TOOLBOX be available in MATLAB?

No. There are no available quantum computers outside of research labs and fundamentally different technology is used in different labs. It is expected to be a decade before they are commercially available .
Simulators currently require supercomputer .

I ought to do some homework on this issue , myself. In the meantime may i ask, please put in perspectrive the Q# programing language devedloped at Microsoft Corporation for Quantum Computing
I did ask the first question with Q# in mind.

Mathworks is not really a research organization, except perhaps with regards to some aspects of numeric analysis and accurate calculation of existing formulas . Mathworks typically waits through the initial confusion of the beginning of a field and does not get into the field until it starts to coalesce . I don't think Quantum Computing has done that yet .
