How to get the vector in a matrix (specific location)

I have matrix A (8x4)
A= [ 1 0 0 0 0 0 0 0
2 0 0 0 0 0 0 0
3 0 0 0 0 0 0 0
4 5 6 7 8 9 10 11]
How can I get vector of B that start from row 4, column 2 till end?
B= [ 5 6 7 8 9 10 11]
