This Rotational Electromechanical Converter has current and produces torque, but the ideal motion sensor reports zero. What am I doing wrong?

            I can't seem to figure out why the Ideal Rotational Motion Sensor in the following picture will only output zero for W and A. It is especially strange because the Trq_out signal is exactly what I would expect it to be, but it's not stalled - the next torque goes to a Revolute Joint that moves just fine...
Any ideas?

        The ideal torque sensor in parallel with the rotational damper does not allow motion. Therefore, not motion is possible between the R and C ports of the ideal motion sensor.
To correct your model, remove the ideal torque sensor in parallel with the rotational damper, and place it in series with the rotational damper.
