That describes what floating point numbers are, but has nothing to do with calculating the number of floating point operations that have occurred. https://en.wikipedia.org/wiki/FLOPS

MATLAB and Simulink do not calculate the number of floating point operations.
If there is any exception to this, it would be in the modeling of timing for HDL/VHDL/FPGA -- and those tend to generate fixed-point operations rather than floating point operations. Those also tend to work in parallel, generating individual adder circuits and so on that can all work at the same time, rather than using a CPU for which floating point operations counts might be meaningful.
