Implementing Own Affine Transformations

I’m currently manually coding affine transformations as an exercise, and while I can easily make the translate/scale/shear/rotation matrices provided in documentation, I’m not sure how to actually apply them to an image.
I’ve tried the way-too-straightforward option of just multiplying the transform matrix with the image but obviously they’re different sizes so that’s out.
I’m just not sure how to actually apply this 3x3 transform matrix to a nxm image.
