How to copy only paragraph from text file

I would like to copy a paragraph from text file ( Sample text Sample text). The paragraphs are divided by 1-1 like numbering.
from a text file test.txt
1-1
Sample text
Sample text
1-2
Sample text
Sample text
1-3
Sample text
Sample text
1-4
Sample text
Sample text
1-5
Sample text
Sample text
