How do I plot this E= (|I|^2)/8π^2[costheta-costheta^2]/(2).

What have you tried? IF nothing then why not? It appears, given that you are not even using valid MATLAB notation, that you have not even read the getting started tutorials. So why not try reading the manual FIRST? You might learn something. At least you would learn enough to create a fairly simple plot.

I was a little confused by what belonged in the denominator and numerator, along with what "I" is (I took it to be the imaginary number). However, I think you want something like this
theta=linspace(-2*pi,2*pi,100);
E=-1*(cos(theta)-cos(theta).^2)/(2*8*pi^2);
plot(theta,E)
xlabel('\theta')
ylabel('E')
