I am not getting any link from where i can download that?Please help me with that.

I would e-mail the first author of ‘The BEAR toolbox’, Alistair Dieppe ( <mailto:alistair.dieppe@ecb.int alistair.dieppe@ecb.int> ) to see where you can download it.
As Star Strider says there is a link on the website of the author, Alistair Dieppe.
