Can and Install Matlab 2007a on Windows 10? if yes how, i tried but its not getting launched.

You need to obtain some virtual machine software such as VirtualBox or VMWare and install it on your Windows machine. Then you need to install Windows XP or Windows XP64 or Windows Vista (32 or 64 bit) on the virtual machine. Then you run that virtual machine, and inside that virtual machine, you can install MATLAB R2007a.
However, you cannot run R2007a directly on Windows 10.
R2015a was the first release that supported Windows 10. You might be able to get away with running R2014a or R2014b under Windows 10, perhaps even R2013b -- but not if you wanted to be able to mex or otherwise compile anything or use any Support Package (like Arduino) that required compiling.

Matlab R2007b runs on Windows 10 in Vindows Vista compatibility mode.
