How to change the language from English to Chinese in the English System?

I installed win10 (the English System Edition), but there are some files or folders with CHinese name. While opening the file whose path includes Chinese characters, I am prompted "No Such File". And the Chinese character writted in the Editor also become unrecognisable. If there is a solution to meets my needs?

Could you check that both the user and system locale setting in Windows are set as Chinese? The user settings can be found by going to:
Set the dropdown box appropriately. The system settings are in the " Advanced" tab of the same window.
Restart your computer and see whether the issue is solved. In case, if you are still unable to resolve, let me know the version of MATLAB you are using.

Maybe unrelated, but I like to make you aware there is a Chinese version of MATLAB.

I found it after boiling with anger after 2 hours of search.
It is in General tab, the bottom-most option. But you can not find it if you are not on good terms with local language, because "English" there is translated there to Japanese, Zulu, or Swahili, depending on your travel location.

I have it in Japanese, although I can read some Japanese I'm unable to find the option you mentioned, do you have a screenshot maybe ?

It does not Answer the question how to change language in MATLAB.
Changing language IN system does not mean changing OS language.
Changing OS language is offtopic by default - OS language and location can be forced by other policies, circumstances and rules, not related to User (THE CUSTOMER). User location can simply reflect.. the present location. You know, people travel, but going to SAR does not mean you speak Zulu or Afrikaans.
