It is not clear to me that anyone has ever implemented SCRC-WSN (Spectral Classification for Robust Clustering in Wireless Sensor Networks) in MATLAB, so you will probably need to implement it yourself.
MDC appears to stand for "Mobile Data Collectors" and does not appear to refer to a protocol.

there is an article was used a SCRC and there is a matlab simulation
I do not see any reference to an implementing programming language in that paper. There is certainly no reference to MATLAB or Simulink.
If you have reason to know that the authors wrote their simulations in MATLAB then you can write to the corresponding author and request a copy of the code.
that's what i do i send an email for the authors and i didn't receive anything until now,i am really disappointed i didn't find any matlab code to start my project because i should have already a matlab code to make comparison with my simulation later
Authors often do not bother to answer if the person asking appears to be a student. You will need to write the code yourself.
i have a friend that he got the source code from the authors because we didn't need the source to use it later just to start your comparaison with your code and the code normaly exist ,now it can be more difficult to write the two code and you need just one
Sorry, I found that reply a bit confusing.
