Why is wavelet coherence almost always one?

I still quite dont understand modulus of wavelet coherence. Even in Matlab demos cwt, xwt and phase of wcoher is explained but not the modulus.

On this image of two shifted sine waves what does the modulus tells me? Why it is one on majority of frequencies and time...
