URGENT!!! Cannot start Simulink with error : "MATLAB:di​spatcher:l​oadLibrary Can't load .... libmwsimulink.dll"

Hi, I don't know what exactly happened today. But after closing Matlab by stopping the Matlab thread because of unreacting java gui objects I programmed, I suddenly cannot open and start Simulink any more. If I click on the Simulink icon on toolbar, I get following error message:
Caught "std::exception" Exception message is: FatalException(unknown) MATLAB:dispatcher:loadLibrary Can't load 'D:\MATLAB\2011b\bin\win32\libmwsimulink.dll': The specified module could not be found.
I googled around and found nothing. The only solution seems to be reinstalling MATLAB. After I installed MATLAB again, I still get the same error :(
Does anyone have an idea for this problem. I really appreciate your help.
The version I am using is Matlab 2011b. I am 100% sure that I selected Simulink as component during installation.

This file is Quarantined by Antivirus software. Go your antivirus software(my is AVG) & from Quarantine section restore that file. It will work.

I have the same problem with R2018a. OS is Windows 10 64 bit.
