how do i force matlab on windows to use libraries that python compiles against?

on osx/linux i can use python libraries that matlab normally can't load because of conflicts with libgfortran/libtiff by using DYLD_INSERT_LIBRARIES/LD_PRELOAD/etc.
but there's no equivalent on windows -- what should i do in this case? is it safe to just manually replace the libraries in matlab's guts?
