I run MATLAB on Windows 7, 32bit. I can start Matlab R2013a without a problem; however, I can't start Simulink and eventually SimMechanics, etc. , and it gives me the error as: MATLAB:dispatcher:loadLibrary Can't reload 'C:\Program Files\MATLAB\R2013a\bin\win32\physmod_simscape_engine_sli_mli.dll'.

Contact "official" TMW support at www.mathworks.com for startup/installation issues
