How to improve Image Quality?

I am working on a project where I have to identify small-small objects from the image. But, the image quality is very poor - in the sense that the image is like there are box-box like effect on the image. This makes the task more difficult for extracting small objects exactly and calculating their exact locations with pixel values. I cannot place the image here for your reference bcoz this editor does not provide such features but, if you want to know how the image looks you can give your email id to me so that I can send you the image.
