how to install Matlab 2023 documentation(iso)

I Need assistance with installing the documentation module for Matlab 2023.
Unlike earlier releases, the documentation is now in a separate ISO file. I followed the provided instructions and used the command:
mpm -install-doc --matlabroot="path"
The installation went smoothly without errors, but I can't seem to locate the help/documentation. Whenever I open the help window, it indicates that the help is not available offline.
Note:
  • the documentation directory 'C:\ProgramData\Matlab\2023a\SupportPackage' contains around 9GB of data.
  • Documentation is in default (C:\ ) location and Matlab is in different (E:) drive. Is that a problem?

In particular, be sure to follow the 'After Installation' instructions:
After Installation
Access the documentation as you normally would. If MATLAB still tries to open documentation on the web, go to the Home tab, and in the Environment section, click Preferences and select MATLAB > Help. Under Documentation Location, select Installed locally.

That did not solve the problem, but changing help source from 'internet' to 'local' did. This setting is available in options dialogue of help window.

That seems to be exactly what the instructions I copied above said to do.
