License fee per installations, concurrent users, or distinct users?

I am currently using an academic license provided through my institution.
The license (number) is linked ot my mathworks account. Next to it, it says: "Annual / Academic / Total Headcount"
According to the "my account" section, it is activated on three devices.
My department administrators say they are charged $400 per active installation . I find this hard to believe. I would not be surprised if they negotiated such a bad deal, but the word "Headcount" seems to refer to individual users, not machines.
Since the license is linked to me personally, it is complicated for me to use Matlab simultaneously on more than one device. It is not impossible I guess, but in fact never did so since this particular license has been active.
So my question is, based on the description above, can someone figure out whether is the license paid per device or per individual user?
I was unable to find the actual terms of usage, by the way. I would appreciate it if there was a way to find the actual rules.

The intention of this community forum is to help with technical questions. Users typically refrain from any statements about legal, commercial and license model questions. I suggest you contact your account manager (Sales) for that. Just call MathWorks in your local office, in the phone menu it is typically the option 2 for Sales.
