You are trying to install the software on a MacOS version much later than the software was supported for. If I recall correctly back then you would have had to install XQuartz to run that version, but I am not sure if it is even possible to install a compatible XQuartz now. Due to operating system changes and limitations in that release, you are unlikely to be able to get the software to work if you are not configured for US English for your MacOS location preferences.
The System Preferences --> Security tab allows you to configure whether you permit installation from unknown developers. After that, when you have downloaded the dmg, right click on the dmg in finder and select Open; that will prompt you with the option to open the file even though it is from an unknown source. (Or perhaps it should be the install program you do that for.)

The file name you indicated is not one that I recognize. I worry that you might have downloaded it from a download site such as a warez site with a cracked version. The most common 2013a student cracked version expired in September 2015, and some of the replacement cracked versions had malware in them.
