Building 3D geometries

Hi guys, I am trying to model a electrical study on a 3D shape without importing STL files.

May I know how do I build this with matlab code? I have different layers of the cylinder(bottom) and 2 rings that protrude out from the base cylinders.

May I also ask how to position the shape at origin too?
