iio.stream data rate is faster

Why should we do that? Why can't you explain what is wrong? What is your actual question?

It's obviously a garbled audio stream. I don't have any familiarity with these devices/interfaces, so I have no insight as to why it's happening.

Given the file name... perhaps it is a direct recording of a frequency modulated stream, and needs to be demodulated.
