Can I create a stand alone software on the cloud

Hi,
I want to create a stand alone software including some complex MatLab GUIs. and i would like to create the excutable version using the cloud resources.
is it possible ? what do i need to have (such as account, license,special version ,.... etc)? what are the leagal requirements to sell my software afterwards?
