License Manager install program not there

We are planning an upgrade from 10.8 to 11.11.1.2.
We have the License file and several tools; lmgrd, lmtools, lmutil and MLM.
The first step after removing the older version is to run install.exe. This file is not present. I was wondering if launching Lmtools and clicking on Save Service installs the License Manager, just as Remove Service removed the service or am I actually missing the install program.

I saw where anti-virus sometimes strips out the installer.exe program when you download the zip file. I turned off my anti-virus software and did another download and still this program is missing.
