why does the installation stop?

I am attempting to install matlab2013a on a new machine (running Windows 7). I have successfully installed this on previous machines, including another Windows 7 one. I downloaded all the zip files, put them in a temp folder, and clicked on the file matlab_R2013a_win32_installer.exe. This unzipped some files and started running setup.exe. There was a message about Microsoft Visual C++ 2005 Redistributable. And then it just stopped. No message or anything. I've tried directly clicking on setup.exe and the same thing happens.
