License error 103

I am unable to execute MATLAB R13 on Windows 7 due to license error -103 The installation of the product appears to have been successful. However upon invoking the matlab.exe file the license error 103 prevents it from "firing up". I would appreciate any information that would provide a fix to this problem. Thank you . Al Fermelia
