E-Series (IEC60063) Preferred Values
IEC60063 defines sets of preferred values for electronic components known as the E-series. There are 7 different series defined as E-series, from E3, E6, E12 ... E192. Each series is meant to be scaled up or down by factors/divisors of 10 as needed. For example, the E3 series includes the values [1, 2.2, 4.7] but also includes [0.1, 10, 22, .0047] etc.
This function will output all E-series values for a given series number and decade range.
