The Intercerebral Neuron Network is a combination of Sigmoid and Fractional Gaussian activation functions, which are both differentiable and contains high order components at the same time. This version 1 program computes the weighting factors for 5G IoT network parameter metrics (RSSI/Loss/BW/Speed/RTT/Cost) with the equivalent over the air Geometrical model, for the fast provincial delivery network, and then learn the weight by using the mutated particle swarm algorithm afterwards.
