How do I even open the Instrument Control Toolbox?

Can I open it through MATLAB? It isn't there when I look for it on my Windows 7 START menu; does that mean I don't have it on my computer?
Because when I use the function daq.getDevices, it says there are none. However, when I type what i have below, it seems to read the GPIB USB-HS device but for some reason there is no IP number or anything. I get what is below the code.

Hi Z,
By default, toolboxes are not listed in your Win7 start menu (I'm not sure you can make them appear there). You can open the IC Toolbox GUI by typing 'tmtool' in your Command Window.
If you are using Matlab 2013a, you can also find all of your toolboxes in the 'Apps' tab at the top of your Matlab Window. In older versions of Matlab, available toolboxes are located in Matlab's Start button (bottom left corner of Matlab window).

Run the following on the MATLAB command line
>> tmtool
OR
Depending on the version of MATLAB you are using you will find it either on the apps tab on the toolstrip or in the start menu within MATLAB at the bottom left

i use matllab r2013b but when i type tmtool im getting error saying function not defined.
what do i do
type ver in MATLAB. If you have Instrument Control Toolbox, it will show up in the list. If you don't have Instrument Control Toolbox, get a trial, and you should be able to play with TMTOOL.
