Besides Matlab and Simulink, my license includes the following; Control System Toolbox, Simscape, Simscape Electrical and Simulink Control Design.
I have found the Control System Toolbox to be useful over the years and would recommend it for your PID design work.
Simscape is new to me and I am still getting used to it. I was used to using basic Simulink blocks for modelling electrical/mechanical systems from the basic physics. With Simscape you can connect electrical devices together directly from schematics, which can reduce the time required.
I do not use Simulink Control Design features very much.
