Clicked buttons in App Designer apps when window is not frontmost?

Hi. So we're doing a project where it makes sense to have multiple tool windows made in App Designer open. This turns out of have an unexpected behaviour as seen from the user perspective.
If a user clicks e.g. a button in a UIFigure that is not currently the frontmost window, they expect the button to trigger. When we make tools with App Designer, it seems the window must be raised to the front before its controls take user input. When you have multiple app designer windows open, this means the user has to click twice.

Is there a setting or workaround for this?
